China Clearance Update during the 2008 Olympic Games

Dear Valued Customer,

The opening of the 2008 Beijing Olympic Games is now approaching. To ensure the success of the 2008 Beijing Olympic Games, the Chinese government has announced and implemented specific administrative measures for traffic and airport security in Beijing and five other Olympic co-host cities during the event. Stricter goods inspection and quarantine formalities have been applied in connection hereto. The China Airport Customs will implement 100% X-ray inspection for all I/O shpts from Jun 23. New Customs & Airport Security measures are as follows:
  • 100% x-ray for all inbound/outbound express shipments
  • 100% physical inspection for all specified shipments( flags, banners, maps, video/audio products, culture/education materials, printing materials, tourism souvenir, toys, garments, shoes, electronic products, jewelry (imitate jewelry), watches) and shipments from/to key country origins, destinations
  • Necessary documentation (non-DG certificate, MSDS, safety guarantee letter, etc.) required for all suspect Dangerous Goods shipments ( chemicals, liquids/gels/powders, etc.)

However, with more stringent security measures on import/export shipments, we anticipate possible delays in delivery of shipments from now till the end of the Games. The transit time delays are expected as follows:
  • CN OB export clearance might possibly result in 1-2 working days delay.
  • CN IB express mode (invoice value under RMB 5,000) clearance might possibly result in 1-2 working days delay.
  • CN IB formal clearance (invoice value over RMB5,000 or handbook) might possibly result in 4-5 working days delay.
(Estimated delays above are subject to actual situation)

We have been proactively communicating with relevant government authorities and trying our very best to minimize the impact on our customers. We suggest you to take the actions as follows:
  • Shipments with High Value (over RMB5,000) : companies located in the bonded logistics area or import & export processing zone are suggested to apply the customs as "bonded goods declare at bonded area" so as to reduce the impact on China Customs' inspections. (The shipments of "bonded area clearance" are not included for this new implement )
  • Please kindly arrange your shipments ahead of time to take into consideration of expected possible clearance delays.
  • Please kindly apply the customs with clear and detailed description of content on both Airway bill and Invoice so as to avoid unnecessary clearance on-hold.
  • Please kindly make clear description of contents with both Chinese & English character on Airway bill which is easy understood for the officer. Meanwhile, please kindly write CN import HS code on the Airway bill which is easy to identify the product and tax.
